About Us
Our Mission
Building stronger communities in Whitman County by providing innovative homeownership opportunities, assisting families to succeed in homeownership, and partnering to improve the quality of life in neighborhoods.

The Housing and Community Development Department is a part of the Community Action Center (CAC) which is a private non-profit 501(c)3 organization. CAC is primarily funded by state and federal grants and community donations. Since 1988, CAC has been a source of support for moderate to low income people in Whitman County, Washington.
The Housing & Community Development’s focus is on homes and the health of the home. We offer Self-Help Homes and information for the homebuyer. For existing homes in Whitman County, we offer weatherization services.
CAC also offers different services, from emergency and transitional housing, food bank, Section 8 rental vouchers, energy assistance, and rental housing. For information on the other services offered please explore the rest of the website!
